Heavy Marine & Foundations, Bahamas Ltd., in conjunction with Shoreline Foundation, Inc., has assembled a team of professionals that can handle every aspect of your construction project.  Each client is a valued customer for whom we provide: conceptual design, environmental impact assessments, site surveys, architectural renderings, permitting, deep pile driving, heavy foundation services, and a full range of building construction services.  We consider every one of our employees to be a member of this team, and hereby introduce some of our key players:

   
Dwayne Pratt
President & CEO

President of Heavy Marine & Foundation, Bahamas Ltd., Dwayne also serves as Chief Operating Officer.  He has been extensively involved in the infrastructure development of Lake Cunningham Subdivision and the marine works at the Atlantis Marina Project.  For the past 13 years, Dwayne has gained a wealth of knowledge in architecture and construction.  He has more than more than 10 years involvement in all phases of construction, with an emphasis in the area of infrastructure development.

Michael A. (Tony) Pratt
Sr. Vice President
General Manager

General Manager of heavy Marine & Foundation Tony has a degree in Management and more than 15 years of banking experience,  Tony is highly qualified to serve as Vice President of Business Administration and Finance for Heavy Marine & Foundation, Bahamas Ltd.  Widely traveled, Tony has served in senior managerial positions, overseeing the operations of Credit Suisse Bahamas banking operations. Tony has extensive knowledge of all phases of construction, cost analysis, project and crew management.

Montgomery A. Pratt
Vice President

Serving as Vice President, of Heavy Marine & Foundation, Bahamas Ltd., Monty has more than 40 years of experience in the construction industry.  An Architect by training and former partner of a construction and engineering firm, Monty is respected as a leading Construction Program Manager.  As a Contract Business Specialist, Monty spent 4 years working in the capital development program for Washington Metropolitan Airport Authority for the Washington National and Washington Dulles International Airports.

James A. Royo
(Consultant)

With a degree in Marine Biology, James has served as President of Shoreline Foundation, Inc., since its inception in 1986. His extensive experience includes finance, workers compensation and liability insurance, project bidding, and bonding.  James holds certifications in marine construction, structural engineering. general building and pile driving in the counties of Dade, Broward, Monroe, Palm Beach, Collier and Indian River counties in Florida.

Jorge Abisambra,
CE, M.S.C.E.
(Consultant) 

With a Master of Science Degree in Civil Engineering, from Purdue University, Jorge has over 20 years of expertise in roadway design, hydraulic design, dredging, and construction management.  Widely traveled, Jorge has served in senior managerial positions overseeing marine operations and construction in Venezuela and the Caribbean.  Serving the petroleum industry for over seventeen years, Jorge designed  large marine terminals for the offloading and transmission of oil from super tanker vessels.

Alex Brisk, E.I.
(Consultant) 

Alex is a 1994 graduate of the University of Florida, with a B.S. degree in Civil Engineering.  His extensive experience includes consulting services in: foundation design, site development, environmental phase audits, and pipe design.  Alex also possesses comprehensive computer skills which qualify him as a computer technician, network consultant, and database manager, with certifications in Microsoft, Cisco, and Oracle.

S. Michael Betancourt
(Consultant) 

With multiple degrees in Business Administration, Michael serves as Vice President and founding partner of Shoreline Foundation, Inc.  His certification as a General Contractor in the State of Florida is complimented by extensive experience managing commercial and governmental marine projects.   In addition, Michael has in-depth knowledge of all phases of environmental permitting, municipal zoning codes, project estimating and crew management.

Kevin Cote
(Consultant) 

With a degree in Marine Biology and Environmental Sciences, from Florida State University and Florida international University, Kevin served for  over 15 years developing special projects for the Dade County, Florida environmental regulatory agency.  Responsible for creating Dade’s Marine Facilities Permit Program, Kevin introduced many pro-active marina management strategies to South Florida.  He authored numerous best management practices utilized in South Florida’s updated marine facilities.

John R. McGee
(Consultant) 

As Vice President and founding partner of Shoreline Foundation, Inc., John has earned a reputation of accepting nothing less than excellence in marine and pile driving construction.  He has comprehensive expertise in the fields of project management, employee scheduling, subcontractor scheduling, quality control, job safety and equipment maintenance. John has extensive knowledge in all aspects of company management and financial policies.

Ben Mostkoff
(Consultant) 

Often referred to as “the father of Miami’s artificial reefs” Ben utilized his degree in accounting from Boston College to aggressively pursue public funding for marine habitat enhancement projects.  Experienced in fisheries management issues, Ben has designed reef systems for over 18 years to benefit juvenile fishes and as a means of reducing pressure on natural reef systems.  Two U.S. Patents serve as testimony to his numerous innovative marine habitat systems.

Barry S. Reed
(Consultant) 

Like his father before him, Barry has lived his entire life in and around marine construction.  As a graduate of Union Apprentice School with a specialty in Millwrights Pile Drivers and Divers, he has complete knowledge of project management, employee scheduling, sub-contractor management, quality control, job safety, and equipment maintenance.  In addition, Barry serves as Vice President and founding partner of Shoreline Foundation, Inc.

Douglas Seaman, P.E.
(Consultant) 

With a degree in Civil Engineering Technology, Douglas is a Professional Engineer registered in the states of Florida, Arizona and New Mexico.  With over 20 years of expertise in roadway design, hydraulic design, and construction management, Douglas has managed key public works projects, provided oversight of extensive wetland mitigation efforts, and was crucial to the success of FDOT’s massive road refurbishment necessitated by Hurricane Andrew.
